Approval is requested for the lease by private treaty of 600 sq.ft. at Rutland Quadrant, Kowloon Tong, to the China Light and Power Co. Ltd. The Company wish to build a sub-station on this lot which is the only suitable land for this purpose. Subject to your approval of a grant by private treaty, I propose to charge a premium of $4,500.00 and Crown Rent of $22.00 per annum with restrictive covenant against assignment and for use of the site for purposes of an electrical transforming and switching sub-station only. Building Covenant will be $12,000 in 1 year and term will correspond to all grants in leased territories. Executive Council has agreed.
